In short it is about a time when the "Lord" was calling a child: Samuel was called by the Lord 3 times...the word of the Lord was rare in those days, there was no frequent vision. The Lord said: "Behold, I am about to do a thing in Israel at which the two ears of everyone who hears it will tingle"..."And I declare to him (Eli - as ruler or military leader) that I am about to punish his house forever, for the iniquity that he knew, because his sons were blaspheming God". Therefore it seems to be a prediction about something to happen in Israel (earthquake? the tail of the serpent appears to be rattling as a rattlesnake), maybe a punishment for its leaders?
